An unfair labor practice is any behavior on the part
of an employer or a union that is defined as impermissible under
the National Labor Relations Act. Only employers and labor unions
can be charged with an unfair labor practice. When one party feels
that another party has committed an unfair labor practice, they
file an unfair labor practice charge – or a ULP – with
the NLRB. Charges may be filed by individual employees against their
employer or their union.
